Regarding taxing Electric Cars:
Eliminate the the cash rebate for purchasing an electric car
.
Use this rebate money for highway repair. We certainly do not need more taxes on the general public.
We already pay a use tax on gasoline purchase (57 cents per gallon). We do not need to pay a per mile tax.
Remember that a heavy vehicle (SUV and trucks) purchase more fuel per trip and more taxes paid for that trip.

The U.S. will not import Chinese-branded EV cars because of national security concerns (I reckon at least 5-10 years). Partially to protect US manufacturers/jobs but primarily due to security issues with communications and spying on Americans (see ban on Huawei).
